I wrote it assuming that you have a working knowledge of PSP and it's components.
My tutorials should only be used only as a guideline

If you wish add the word art I made
just right click and save
font of choice
I used Easy Street EPS

Plug Ins
Xero porcelain
Xenofex Constellation
DSB Flux Bright noise (or you can use your noise that comes with PSP)
Alien Skin Nature Fire


Ok Lets get started
open new image 600X600
Floodfill white

Copy and Paste paper-e (2) as a new layer

Layers, load save mask and apply mask
layers, merge group

Copy and Paste frame (1) as a new layer

click inside frame expand by 1

Copy and Paste paper-b (1)
selections invert delete

Add any elements of choice resizing to your liking
I used:
bouquet (1)
cake (1)
candles (2)
dress (4)
pillow (1)
ringbox (2)
rose-b (1)
rose-b (2)
rose-c (1)
rose-c (3)
scattered (1)

 Add  tube of choice
drop shadow

Add name, copyright, and water mark
Layers Merge visible
xero porcelain default settings
save as png file

Im not great at tutting animated tags but I'm going to try

If you wish to animate duplicate your tag 2X
You should now have 3 layers
x out your top 2
first we are going to add constellation
with freehand tool point to point trace around areas
you wish to sparkle
Use the following settings

un-x layer 2 constellation random seed
repeat on layer 3

with freehand tool point to point trace around areas
you wish to noise
dsb flux bright noise following settings

repeat on next 2 layers click mix once on each layer

with freehand tool point to point trace around top of candles for flame
Nature fire following settings

repeat on next 2 layers click random seed on each layer

save as gif file
