"Bling Bling Baby"

I wrote it assuming that you have a working knowledge of PSP and it's components.

open new image 600X600
Floodfill white
Copy and Paste Paper 12 as a new layer
Layers, load save mask and apply mask
layers, merge group
Copy and Paste frame 2
duplicate image free rotate, rotate right 90 degrees merge down
Click inside frame, modify expand X10
Copy and Paste Paper 8
Selections Invert Delete
move below frame layer
drop shadow frame
Add tube of choice
drop shadow
Copy and Paste The Following Elements resizing to your liking
stars 2 image duplicate, mirror, flip
cocktail glass 1
kiss 3 X 2
lipstick 1
nail polish
mask 1
rose 1 image duplicate, mirror,
skyline 3
Add name, copyright, and water mark
Layers Merge visible
xero porcelain default settings
open new image 600X600
Floodfill white
Copy and Paste Paper 12 as a new layer

If you wish to animate duplicate your frame 2X
You should now have 3 layers
x out your top 2
first we are going to add constellation to frame
selections select all float defloat
Use the following settings

un-x frame layer 2 constellation random seed
repeat on layer 3
we are going to add constellation to frame background
selections select all float defloat
Use the following settings
repeat on layer 3
we are going to add constellation to frame background
selections select all float defloat

un-x frame layer 2 constellation random seed
repeat on layer 3
save as psp 7 file
open in animation shop edit select all copy
paste after current frame until you have 15 frames
make sure you are on frame 1 select all
open gold sparkle select all
drag to where yoy want it on first frame
save as gif file
