Ok Lets get started
open new image 600X600
Floodfill white

Copy and Paste PurpleSolid as a new layer

Layers, load save mask and apply mask
layers, merge group

Copy and Paste PurpleLaceFrame as a new layer resize 45%

Click inside frame, modify expand X10
Copy and Paste CreamCircles resize 60%
Selections Invert Delete
move below frame layer
drop shadow frame
Add tube of choice
drop shadow

Copy and Paste The Following Elements resizing to your liking
drop shadow each layer

If you wish to animate duplicate your tag 2X
You should now have 3 layers
x out your top 2
first we are going to add constellation to the girls top and the shoes
lasso tool point to point draw around top and then shoes
